Our proposition sketches in strong lines a spatial ensemble that draws upon the dynamic relationship between the arts, the public, and the government of a contemporary forward-looking society. Through movement and transparency, the placement of the project in the site seeks to melt the different programmatic elements into a cohesive whole in which individual components remain distinctive.
